Proving the Concept and Building up a Strategy for Small Businesses Consistent Progress in the Region (Sakhalin Region as an Example)

The article presents the author's understanding of such a phenomenon as regional small businesses, and their role in aiding the consistent social and economical progress in Russia. The author thinks the small business shouldn't be limited to capital holding and management, but must necesserily involve search for business initiating and developing with different targets and efficient use of the introduced resources as a necessary condition.
