The article studies problems of creating and implementing the federal policy for regions in modern conditions, depending on the level of a Russian federal district. It offers comparative analysis of the regional policy contents and major targets within the federal management in different social and economical conditions. It also advices to reloacte the main work on regional policy to the macroregional level.
