The article studies the principal methods of systematic approach to regulating the small business development in a region where a number of subsequent iterations designed to achieve a certain target. Small businesses and self-employed enterpreneurs (small private enterprise) are quite important in terms of function and pursuing an objective, becoming the aim and the tool of market economy oriented to consistent reproductive development.Small business can realise its functions and achieve its goals only if the system is regulated and the management tools aredeveloped, adapted to the specific system features.
