The article deals with the topical issues of the present-day agricultural policy, the character and importance of steps taken by the Government Program of agricultural development, and substantiates the need for a brand new innovative and agricultural system that will contribute to the drastic changes in agriculture functioning and to stimulation of its ecological and economically sustainable development. The author defines and suggests steps to ensure the innovative agricultural development.
