The article deals with the key issues of the social and economic development of the Chechen Republic and ways out. The authors emphasized the main drawbacks of the current Federal Target Program “Rehabilitation of the Economy and Social Sphere of the Chechen Republic (for the year of 2002 and others to come)”. A suggestion is made to work out a new target program of the social and economic development of the Chechen Republic, which will turn emergency restoration to sustainable development of the region. The authors show the advantages thereof.
