The article studies the reasons for a construction slowdown; this has always been the most dynamic industry, the so-called momentum ensuring a boost in most businesses, but in 2008 it dropped. The authors believe that local authorities did not take advantage of the favorable financial and economic situation of 2001-2007 to start building economy class dwelling, railways, to develop social infrastructure, nor did they become the main customers of social objects.
