Scientific support of strategic planning of municipal units development

The author makes an attempt to consider a number of methodological, methodical and practical problems of territorial planning in Russia. Political and ideological factors at the beginning of the reforms in Russia determined total disruption of territorial planning system, not even its rearrangement. The experience of advanced economies shows that planned regulation combined with market mechanisms is based on the cooperation between public (municipal) authorities with different agents of managemet that have some interests in that region (municipal unit).
