State lottery – a promising way of financing federal and regional programs

The article raises the issue of the lottery business problems in the Russian of today, and of the part the state plays therein. The author focuses on describing the lottery business as a method of cofinancing of priority federal programs. The main part of the article deals with the key provisions of the concept of the state regional demographic lottery held in the Moscow region, the funds raised can be used to solve demographic problems.
