The author makes an attempt to analyse the plans of strategic development in the largest cities of the Russian Federation. Russia is working out and accepting plans of strategic development, however there is no common method thereof yet. Experience of other cities is helpful when developing city strategies. That is why the analysis of strategic plans of the largest cities is topical, enabling to develop approaches to city strategies evaluation.
