Budgetary funds should be used efficiently. Owint thereto new types of financing are being introduced and used to their utmost. Science towns are listed among the promising lines of the public financing. No financial or budget potentia of a science town as a municipal unit can be enhanced only by means of the budget federalism. It is production capacity that should be developed in the first place and therefore taxable capacity too.
