The article is dedicated to analysis of the modern policy in HR development both in Russia in general and in different regions. The main accent is made on forming a mechanism for balancing the education and employment, thus creating a basis for HR reproduction. The aim of developing such a mechanism is to create conditions for educational and professional flexibility of the regional working population. The research results help to giv advice on fighting these negative tendencies in the regional economy.
