It is increasingly important to study the characteristics of social and economical development for both Russia in general and separate regions in unstable economical evironment; it can help to improve the living standard and create comfortable conditions for the business growth. It is also necessary to account for specific conditions for social and economical development in different regios of the Russian Federation, and for their ability to efficiently use the limited resources in the existing complex of various labour types.
