Russian farming has been experiencing a severe social and economic depression for a long time now. The author's analyssis shows that two tasks should be performed to overcome this depression; they are to create a comfortable environment for enterprise and a efficient system of local management. The article describes the author's methodolog for creating a system of local management, with the key ideas given as principles of organizational and economical policy.
