The article studies main and basic problems of creating a strategy for industrial complex management on local level. It attempts to explain and to prove the need for development of a relevant strategy. The article also discusses the ambiguous concept of competitive ability, describes different approachs to it and definitions of it, and also it ponders the need to develop a strategy for industrial complex management on local level.
