Public facilities are a problem industry fro almost all the world countries. Consumers are not content with the services price and quality, government - with the high maintennance expences and low efficiency. Main tendency in the industry development in last decades is liberal market reforms. Many countries have recently accumulated large amount of empiric data, enough for analysis to provide rough conclusions on rationality of creating private sectorа in public services and ways of further progress in this industry.
