Technological sovereignty in conditions of asymmetry: A comparative analysis of the potential and a new model of cooperation between the BRICS and EAEU countries

Subject. This article discusses the technological sovereignty as a way of collective formation of countries' strategies for scientific and technological development. Objectives. The study aims to determine whether the desire for technological independence can become the basis for a new model of cooperation within non-Western integration associations. Methods. For the study, we used methods of comparative, quantitative and institutional analysis, as well as clusterization. Results. The article proposes to supplement the components of technological sovereignty with a collective one. It also reveals the unity of strategic goals with the difference of integration approaches, and formulates potential contradictions that need to be taken into account for effective cooperation. Conclusions. In the context of global turbulence, the only viable path is the paradigm of "shared technological sovereignty" based on the principles of subsidiarity. Its implementation requires the development of new financial and networking institutions. The results of the study can be helpful in the development of roadmaps for multilateral cooperation and harmonization of standards.
