Subject. This article discusses the institutional and strategic gap between the management of innovation processes and investment policy in the regions. Objectives. The study aims to develop and substantiate an integrative management model and specific toolkit that ensure the transformation of the region's innovation potential into sustainable investment flows. Methods. For the study, we used methods of theoretical analysis, institutional and comparative diagnostics of the regional ecosystem state, strategic design, and modeling. Results. The article proposes an author's model with a Unified Coordination Center at the core and a set of tools focused on target groups of investors. It also provides an assessment of the direct and multiplicative effects of implementation. Conclusions. Strategic integration of innovation and investment policies allows the formation of a positive feedback cycle ''Innovation – Investment''. It is a key condition for the region's transition to sustainable, knowledge-based growth. Management of innovation processes should be considered a key investment in the future competitiveness of the territory.
