Subject. This article discusses the servicization of customs regulation and administration as a form of institutional transformation.
Objectives. The study aims to identify the features of the servicization of customs regulation and administration, and develop an algorithm for designing customs services that ensure increased transparency of control.
Methods. For the study, we used methods of comparative case analysis, content analysis, formalized qualitative coding and analytical modeling.
Results. The article establishes the reasons why key service shortages occur, and develops a portfolio of targeted customs services, including a status service, proactive classification and proof services, an industrial priority processing service, and a compliance service for multi-stage payments.
Conclusions. The servicization of customs regulation and administration should be based on the institutionalization of process metrics, interdepartmental consistency of data and statuses, introduction of risk-oriented digital services, and a regular cycle of measurement and improvement of procedures.
