Subject. This article focuses on the Russian independent oil refining companies processing indicators. Objectives. The study aims to assess the modernization capacities of independent oil refining companies in Russia. Methods. For the study, I used methods of comparative analysis and summarization of information from State authorities of the Russian Federation and domestic independent oil refining companies. Results. The article highlights the need to change the approach to the modernization process of the Russian independent oil refining companies. Conclusions. Almost all independent producers are experiencing serious problems with modernization. The capacities modernization of independent producers can contribute to the diversification of exports, provision of the domestic market, and the improvement of the situation with the Federal Budget. Coordination of all areas of the State activity is needed.
