Subject. This article focuses on the factors of voluntary officials resignation in customs authorities.
Objectives. The study aims to comprehensively study personnel risks in ensuring economic security in the field of foreign trade activities using the example of the Federal Customs Service of the Russian Federation.
Methods. For the study, we used a systems approach and mathematical-statistical modeling.
Results. The article formulates and tests a working risk hypothesis of staff instability on the example of the Federal Customs Service. It also develops a comprehensive model for forecasting personnel risks, and conducts instrumental study using the example of Customs Declaration Centers, taking into account the impact of risk factors.
Conclusions. The article identifies and examines personnel risks in foreign trade activities economic security ensuring. It is necessary to conduct a transition to proactive management based on the principles of preventive containment of a personnel crisis under conditions of strategic uncertainty.
