Subject. This article discusses the subsidy institution as an object of regional financial security.
Objectives. The article aims to develop a methodology for assessing the quality of a region's subsidy institution based on indicators and test it on the example of old industrial regions of the Volga Federal District.
Methods. For the study, we used the methods of statistical and comparative analyses, systems and comprehensive approaches, tabular and matrix data interpretation.
Results. The article proposes a methodology for assessing the quality of the subsidy institution. It also ranks the old industrial regions of the Volga Federal District and assesses the state of the subsidy institution in the regions, and outlines measures aimed at ensuring the subsidy institution security in the regions.
Conclusions. Ensuring the security of the subsidy system for the old industrial regions of the Volga Federal District requires measures at both the federal and regional levels aimed at restoring stability and maintaining the transparency of their subsidy mechanism.
