The ability of the current strategic planning system to act as an effective tool for structural modernization and technological sovereignty of the Russian energy sector
Subject. The article deals with documents of the strategic planning system. Objectives. The study aims to assess prospects for ensuring the technological sovereignty of the Russian energy industry in the light of signing the Decree "On the National Development Goals of the Russian Federation until 2030 and for a Longer Term until 2036" by the President of the Russian Federation. Methods. The study employs methods of comparative analysis. Results. The study determined that the entire system of strategic planning at the federal level is untenable. Combining documents into a system is formal, and their number is excessive. The components of the system do not comply with the key principles of strategic planning. Conclusions. A fundamental review of strategic planning is needed to reduce uncertainty within the system. It is required to ensure a clear continuity of documents on goals, objectives, and benchmarks.
