Subject. The article addresses the problem of goal-setting and management of financial resources necessary to achieve the intended goals. Objectives. The study aims to develop tools enabling to increase the efficiency of coordination of strategic management entities’ efforts and link various plans with real budgetary capabilities. Methods. The study employs formal-logical and structural-functional research methods. Results. For the current conditions (growth of crisis potential), I proposed a new (pro-management) mechanism. It is characterized by the hierarchy of coordinated systems, the use of flexible procedures, expansion of powers of the subjects of strategic management, and adherence to the rule that provides for the limitation of the size of the total budget deficit and possibility of deviations from restrictions at certain phases of the crisis. Conclusions. Various models for the implementation of the proposed mechanism make it possible to ensure dynamic and effective coordination of efforts of the subjects of strategic management and budgeting.
