Subject. The article discusses the problem of accelerating climate change and the functioning of hydrometeorological services in the new conditions.
Objectives. The purpose is to generalize the world experience in formulating forward-looking requirements for skills and competencies of managers and specialists of national meteorological services to develop human resources of organizations of the Federal Service for Hydrometeorology and Environmental Monitoring.
Methods. The study employs methods of comparative analysis.
Results. The paper established that when forming strategies for personnel development of national meteorological services, all leading countries pay attention to the creation of an integral system of motivation for work, which should correspond to the pyramid of human needs satisfaction (A. Maslow's hierarchy of human needs pyramid).
Conclusions. The findings can be useful when devising strategies for human resources development of organizations of the Federal Service for Hydrometeorology and Environmental Monitoring.
