Subject. The article considers the issues of management under uncertainty.
Objectives. The aim is to streamline interaction between structures participating in the implementation of State Defense Order.
Methods. The study draws on methods of systems analysis.
Results. We developed an algorithm for decision-making in the face of risks. It enables to increase the efficiency of budget spending.
Conclusions. The findings can be used in designing programs for development of strategically important sectors of the Russian economy in the context of sanctions.
