Overcoming technological dependence in oil refining and petrochemical industry under sanctions

Subject. The article addresses the system of strategic planning, problems of modernization of enterprises operating in the energy sector.
Objectives. The aim is to assess the effectiveness of the current system of strategic planning in Russia, analyze the main documents (strategies, plans, programs) regulating the development of the energy sector in the context of sanctions, compare key performance indicators of oil and gas processing for major enterprises in Russia.
Methods. The study employs methods of comparative analysis.
Results. The study established that many official documents regulating the development of the energy sector duplicate each other. The main problems of the industry relate to the introduction of necessary technologies for deep oil refining, creation of modern facilities for the production of a particular type of product.
Conclusions. New sanctions on the energy sector of the Russian economy are a serious obstacle to the development of oil refining and petrochemical industry.
