Subject. This article discusses the issues of development of the strategic planning system at the federal and regional levels in Russia.
Objectives. The article aims to analyze the interrelations of the documents of the strategic planning system and determine the ways of transformation of the energy sector in the context of economic sanctions.
Methods. For the study, I used the general scientific research methods.
Results. The article finds that in the legislation on strategic planning, there are no strict requirements for the communication mechanism, which should ensure the interaction of various documents. The integration of strategic planning documents into a system is of a formal nature, which does not contribute to overcoming the consequences of the introduction of new direct and indirect sanctions against the energy sector.
Conclusions. It is necessary to transform the current system of strategic planning in Russia.
