Subject This article considers and discusses the tools for the development of digital technologies in the public sector, organizational structures and processes, institutional mechanisms, and the socio-economic context.
Objectives The article aims to systematize the tools of digital development in public administration, and develop approaches to evaluation of digital technology development in the public sector.
Results The article analyzes the use of digital technologies at the federal, regional and local levels of public administration and shows the trends in Information and Communication Technologies use in the public sector. It offers an integrated index of public sector IT development and represents a model of digital economy development in the public sector. This model was tested on the statistical data of Russian regions.
Conclusions Innovative and rational use of digital technologies becomes the basis for creating a single economic and information space. It shall help implement economic and social development strategies. Development and implementation of models of evaluation of digital technologies development in the public sector gives an opportunity to improve the quality of public administration.
