Subject This article considers the modern methods of estimation of efficiency of State support of innovative activity, widely applied at the regional level to assess the efficiency of budget funds use.
Objectives The article aims to identify problems related to the assessment of the effectiveness of State support for innovation activities at the regional level, and develop a qualitatively new evaluation strategy, involving an expert assessment of State support, which takes into account the opinion of recipients of such support and qualified experts.
Methods For the study, we used the methods of logical and statistical analyses.
Results The article formulates a new definition of expert estimation method, and it proposes the one to assess the effectiveness of State support in the sphere of scientific, technical and innovative development of the country.
Conclusions We believe that applying the proposed expert assessment method will help enhance the validity of decisions, take into account a great number of factors influencing the effectiveness of support mechanisms, and identify the existing relationships between effective State support and increase of innovation activity in the country.
