The impact of smart electricity meters on the wholesale market of electric power distribution

Subject Smart electricity metering systems will enhance the respective control in the retail market. If such meters are integrated in the smart metering system in the wholesale electricity market, their readings will alter the procedure for submitting results to commercial infrastructure and facilitate access to the wholesale market for companies.
Objectives The research examines how smart electricity metering systems influence the wholesale electric power market in line with organizational and technical distinctions of fiscal metering of electric power.
Methods The research is based on methods of logic and statistical analysis.
Results We compare the organizational framework for fiscal metering in Russia, Finland, South Korea, United Kingdom. The article overviews all presumable changes in fiscal metering in electric power markets, compares metering device requirements, sets out scenarios for the complete adoption of smart metering systems in the wholesale market.
Conclusions and Relevance The wholesale electric power market will be gradually adopting smart fiscal metering systems until 2038. During the period, they will have to operate conventional and new systems. Smart meter readings will streamline access of companies to the wholesale market, raise the accuracy of information about electricity produced and consumed, controllability of electricity metering, efficiency of electricity distribution and consumption monitoring, ensure the reliable and uninterrupted power supply, being a vital aspect of the national energy security.
