Human capital and imbalance in the labor markets of the Russian Arctic

Importance Accumulation and use of human capital are of primary significance for ensuring the sustainable economic development of the Arctic regions of Russia and national security. Productive employment in labor markets is the main driver of the human capital development in the Russian Arctic.
Objectives The article presents an original comprehensive research into local labor markets of the Russian Arctic from historical perspectives and at the current stage of the Arctic vector of the Russian national policy. I identify operational difficulties in labor markets of the Arctic regions obstructing the accumulation of human capital.
Methods The research involves methods of logic and statistical analysis.
Results Human capital of the Russian Arctic historically stems from a dynamic industrial exploration as a result of active migration and urbanization processes. Transition to market relations and loose governmental control over the Arctic territorial development had adverse effects, such as outflow of employable population, higher unemployment, lower income. Nowadays human capital evolves concurrently with a new industrial framework of the Russian national policy for the Arctic and territorial strategies for socio-economic development of the Arctic regions.
Conclusions and Relevance Imbalance in labor markets of the Russian Arctic is still important to tackle in order to develop and retain human capital from perspectives of social demography, professional qualification and local industries.
