Importance The article overviews the principal procurement risks at the planning phase.
Objectives I devise methods to assess the procurement risk during the planning phase.
Methods Risks are assessed using the analytic hierarchy process and linguistic evaluation scale.
Results I determined risk factors during the planning of procurement for the correctional system. The article presents verbal and numerical scales to evaluate the probability of errors due to certain factors. I also assessed the food procurement risk at the planning phase using the proposed method with respect to the local body of the Federal Penitentiary Service of Russia.
Conclusions and Relevance The proposed method helps assess the procurement risk during the planning process and determine to what extent each factor influences the results, which will underlie activities for reducing the procurement risk during the planning phase. The methods are supposed for leaders of contractual functions of correctional institutions and bodies.
