Departure from the probabilistic nature of economic security of the regions of economically peripheral part of Russia

Importance The article presents my own vision of the economic security in lagging regions, and measures they should undertake to become economically sustainable so that they could break free of governmental guarantees of social and economic stability.
Objectives The research determines capabilities of lagging regions for independent development, and recovery from the status of economic outsiders. I identify areas and measures for regions to become economically sustainable as a requirement to depart from the probabilistic nature of economic security.
Methods The research relies upon achievements of the Russian and foreign scholars in regional studies and theoretical principles for overcoming the economic backwardness of developing nations, as well as cross-disciplinary, statistical and fact-based methods of analysis.
Results I determined methodological approaches to describing the economic security of lagging regions and defined the substance of internally driven development in such regions. I substantiate the statement that it is impossible for the regions to attain economic sustainability and security without internally-driven development. Agricultural regions are showed to unavoidably lose the culture of technology, lag in modernization initiatives and plunge in economic misery. I devised the framework for long-term and short-term economic and social incentives for unleashing the potential for constructive processes in the society.
Conclusion and Relevance Departing from the probabilistic nature of economic security to real one and attaining the economic sustainability, virtually, merge into the same process. The efficiency of the process is influenced by internally driven development of lagging regions. Hence it is necessary to outline a holistic strategy, which would substantially allow for social rearrangement of the public in order to induce internally driven-development.
