Cognitive modeling as a tool for adaptive management of education quality

Importance The article outlines an adaptive mechanism for managing the education quality through the cognitive modeling quality. Cognitive modeling allows for apriori modeling of managerial decisions and their outcome and choosing the most effective solution.
Objectives The research examines the selection of X-factors influencing the education quality in the specific educational institution and empirically evaluates the sensitivity of the result to changes in the factors. I considered the assumption that complex and poorly clarifies objectives of managerial decisions can be formalized through cognitive maps so that any developments in the results can be modeled when factors and trends change and scenarios are formed.
Methods The research relies upon qualitative principles of the graph theory and the theory of economic evolutions that provided for experimental evaluation of factors that influence the education quality, and build a cognitive map of education quality, and non-stationary map with temporarily dependent indicators of the effect.
Results I prepared a non-stationary map with temporarily dependent indicators of the effect and reviewed three scenarios for R-indicator (education quality) changing under 13 factors and seven various sets of the effect coefficients, which the sensitivity of responses is assessed for. The sensitivity allows to evaluate the sensitivity of R-indicator to changing X-factors and formulate a reasonable scenario for managing the development of education quality.
Conclusions and Relevance The results will subsequently lay the basis for a scientific framework of education quality management, and increase its external and internal efficiency. The findings can be used by governmental authorities to outline the education modernization strategy.
