Importance The article focuses on the development of the mechanism for municipal administration of land resources through geographic information systems (GIS) in land use planning and cadastre.
Objectives The research devises theoretical and practical scientific aspects of the information framework for municipal administration of land resources through GIS.
Methods It is necessary to examine the use of GIS for land resource management at the municipal level with the dialectical method of scientific cognition, systems approach, monographic, economic, statistical, quantitative and constructive analysis.
Results GIS helped to increase the productivity of the land resource management department, with the GIS integration coefficient and the GIS integration project pay-back being assessed. The research provided an opportunity for keeping the automated record of land use payments made to the budget and cadastre of land plots owned by the district authorities. It also allowed for the automated preparation of land use planning documentation.
Conclusions and Relevance GIS can be the basis for land resource management at the municipal level since they constitute a source of spatial data on items subject to municipal administration, tool for their procession, and address complex analytical issues, being integral for managerial decision-making. The conclusions and findings of the research may be useful for municipal authorities to outline programs for municipal issues of land use management, for GIS developers and designers to prepare GIS integration projects in various municipalities of the Russian Federation, assess feasibility of GIS integration in the municipality, etc.
