Importance The article discusses methodological and organizational issues of R&D in the expert and analytical framework of management at the public, municipal and corporate levels.
Objectives The research constitutes a critical analysis of the existing system, outlines new principles of organization and methodology for predictive and strategic R&D, which would boost the quality of results, mitigate risks and costs and increase the responsibility of each scholar for the quality and unbiased nature of his/her proceedings.
Methods To increase the efficiency of system researches, we suggest using a new scheme for their arrangement and set up a hierarchical system of respective conceptual models.
Results We substantiate a new scheme for arranging strategic researches, which is identical to that used in the creation of food technologies through control of their percentage of completion. The scheme will increase the quality of result, efficiency of the research and mitigate risks and costs.
Conclusions and Relevance It is reasonable to revise the existing methodological and organizational system of researches, since the selection of R&D master contractors does not comply with principles of objectivity and consistency of strategic elaborations. The existing system of R&D arrangement fails to provide for performance control on the part of both the customer and scientific community. The existing methodology does not allow for devising a comprehensive system of conceptual models, which can be used for forecasting the development and elaborating strategies for development of respective industries, corporations, etc.
