Importance Russian agricultural-industrial complex should ensure food security, implement import substitution strategies and support sustainable development amid global climate change. Hence the agricultural sector should be prepared for such a hazardous natural phenomenon as drought. Objectives The research reviews the risk of drought for Russian agriculture through the lens of current economic conditions for its development. Methods Some economic parameters were theoretically proved to influence the hazard of drought for agricultural development. We put a special focus on the condition of regional innovative systems that underlie technological and intellectual preparedness for drought. Having analyzed the latest information, we evaluated to what extent drought was hazardous for federal districts and certain regions of the Southern Federal District. We also analyzed statistical data on changes in agricultural products in monetary terms, financial balance of agricultural entities, volume of investment in working capital of agricultural entities, and innovative activities. Results The Southern and Volga Federal Districts are mostly exposed and sensitive to drought. We found significant instability of economic indicators reflecting the development of Russian agriculture within 2010–2014. Conclusions and Relevance Drought is mostly dangerous for areas, which have the greatest importance for Russian agriculture. It is a big challenge since agricultural economy and innovative activities demonstrate certain instability in their development. Governmental programs and strategies are called for to consider the existing hazards and risks so to generate counteraction measures in line with economic conditions of the national agriculture.
