Efficiency of agri-food policies in the region: Evaluation techniques and indicators

Importance The article overviews techniques for evaluating the efficiency of the region's agri-food policy to determine this integral indicator based on economic, financial and social indicators of efficiency.
Objectives The research determines types of the region's agri-food policy efficiency, identifies and systematizes criteria and indicators of agri-food policy efficiency at the macro- and microlevels. This helped to find, describe and develop the existing methodological approaches to evaluating the efficiency of agri-food policy.
Methods Each indicator of the region's agri-food policy efficiency has been linked to evaluation criteria and respective thresholds. Having gauged efficiency index thresholds in relation to the region's agri-food policy, I found a correlation between the indicator range and the factual efficiency of agri-food policy at the regional level.
Results I identified factors that determined the efficiency of agri-food policy at the regional level of economy, and outlined methodological principles of evaluation. Relying upon statistical data of the regions in the Southern Federal District, I tested the proposed techniques and assessed the 2014 efficiency index of the agri-food policy in the Southern Federal District.
Conclusions and Relevance The proposed evaluation techniques are versatile and applicable to other regions of Russia. They streamline evaluating the efficiency of agricultural policy measures. The findings can be used by local authorities to plan and devise methods and tools of the region's economic policy, which will subsequently increase economic, social, financial efficiency of agricultural policy measures.
