The role of the information strategy in innovative development of the national economy

Importance The research examines how parties to the innovative process share scientific and technological information at the international level. Information on results of scientific researches becomes especially important for both foreign and national hi-tech producers. Advanced countries' sanctions obstruct the process of obtaining information for the Russian scientific and industrial sector.
Objectives We analyze methods for obtaining scientific and technological information and outline an information strategy for stimulating the innovative-driven economic growth.
Methods Using formal logic methods, we reviewed the information strategy of large foreign firms operating in the post-Soviet territory. The induction method helped us formulate key clauses and principles of the national information strategy.
Results The article shows that foreign corporations substantially invest in identifying the most promising Russian projects, obtaining scientific and technological information, recruiting the Russian specialists and scientists. In the mean time, restrictions imposed on certain sectors impede inflow of capital and scientific and technological information, which Russia significantly needs. We suggest limiting information activities of foreign corporations and establishing external research and information centers. The principal clauses of the information strategy should be used by governmental bodies at each governance level.
Conclusions and Relevance We conclude that sanctions should make the government formulate and implement the information strategy, which would provide the innovative sector with necessary scientific and technological information from both external and internal sources.
