Importance The article examines how competencies and structure of the contemporary Russian economy correlates, being a systemic and exogenous driver of demand for human capital of certain quality.
Objectives The research generates the framework for the scientific and practical paradigm to form a new structure of the Russian economy. The paradigm would put the educational system to the course of extensive reproduction and, first of all, creative cognitive competencies. In this respect, the research describes how the archaic structure of economy influences the quality of young human capital, devises a general model of knowledge economy as a system factor for extensive reproduction of creative competencies, substantiates the crucial renewal of the ownership structure as the ontology of the progressive structural reform of the Russian economy.
Methods The methodological framework of the research comprises key principles of the system paradigm and behavioral economics that justify a cross-disciplinary approach to analyzing the cognitive environment and structural factors of its change.
Results We substantiated the critical role of competencies that independently reproduced new knowledge, and competencies as part of quick-think business. We propose an interpretation and structure of knowledge economy as the project system that is designated to ensure new contributing quality of demand for creative and operational competencies of the personality.
Conclusions and Relevance As we prove, the crucial renewal of the ownership structure and construction of its objective forms represents the ontology of high efficiency of the structural reform of the Russian economy and, subsequently, the development of creative and cognitive competencies. The article and its clauses can be used to advance scientific and practical framework for developing the knowledge economy in the country and, hence, a system of cognitive competencies.
