Importance Under recent intensive advancement of ethno-economy as a science dealing with specifics of economic behavior of different ethnic groups, it is crucial to develop ethno-management as a key area and integral part of ethno-economy, which studies ethno-territorial and national models of management. Objectives The aim of the study is to consider ethno-territorial and national model and systems of control and management, assess interrelation and interdependence of ethno-management and ethno-economy as perspective areas of scholarly research, and reveal define territorial and ethnic specifics of implementing the import-substituting option of economy modernization in some subjects of the Russian Federation (primarily, in the Udmurt Republic). Methods The study draws upon methods of general systems theory, comparative and factor analysis. Results I analyzed various national and ethno-regional models of management and economy, highlighted their positive and negative aspects, defined possibilities of using some of their elements in Russian economic environment. Conclusions and Relevance The paper defines pros and contras of ethno-territorial and national models and systems of control and management and analyzes their applicability to the Russian economy. It shows ethno-territorial features of implementing the import-substitution model of economy modernization in some subjects of the Russian Federation.
