Importance The article deals with the issues of improvement of the efficiency of the public administration system. The structure of public executive power bodies at the federal level and the direction of its optimization are the subjects of research. Objectives The article aims to develop the principles of designing effective organizational structures of State and municipal management systems, model the approaches to develop a system of key performance indicators, and the indicators of motivation of efficient results-oriented governance. Methods For the study, as a methodological basis of the research, we used methods of systems analysis and synthesis, logical analysis, graphic and economic-mathematical modeling. Results We articulate key design principles for effective organizational structures of governance at the federal level and propose a methodology of creating an evaluation system of outcome and motivation of the structural units of the ministries and departments. Conclusions We conclude that the prerequisites for effective and focused, stable development of State are a conceptual model of the development of society, a complete system of legislation, an effective structure of public authorities, as well as the competence, efficiency, high moral quality of the workforce.
