Importance The article deals with the issues and principles of economic growth-focused fiscal policy. Objectives The paper aims to consider the existing principles of responsible fiscal policies, as well as the international experience in this field, and formulate the basic principles of fiscal policy, which will overcome the crisis to achieve macroeconomic balance and move on to a phase of economic growth. Methods The methodology is based on general and specific methods of scientific cognition: methods of empirical research, the comparative study, synthesis of theoretical and practical material. The research analyzed the normative legal acts and methodical materials, scientific literature, and statistical data. Results I formulate the principles of fiscal policy aimed at economic growth, and one of them is budget forecasting. I highlight the problems of introduction of program-targeted planning. Conclusions and Relevance One of the defining principles of fiscal policy to economic growth is a certainty of its goals and objectives, the compliance of these principles with the strategic priorities of socio-economic development of public legal education, and the adequacy for current requirements and development conditions. The results of the research may be used in the activities of bodies of State power and local self-government for the management of State and municipal finance in the budget process; the budgetary legislation of the Russian Federation; educational process, research work.
