Environmental policy as a mechanism to correlate interests of economic development and economic security

Importance In current conditions, economic development often contradicts environmental and social interests of the society. In this respect, it is especially important to address issues of governmental control of effects the economy has on environment, and fund relevant expenses for elimination of environmental damage.
Objectives The research analyzes changes in the institutional environment where environmental and economic interests and their effects on the environment in the Russian regions should correlate.
Methods I applied methods of comparative and statistical analysis, matrix approach that allows determining types of the Russian regions and a correlation between activities under environmental and innovative policies and the environmental pollution level. The estimates are based on statistical data from publicly available sources.
Results I analyzed the existing system of institutions for governmental control over environmental and economic relations, determined key priorities and tools. The article provides a comparative assessment of legislative systems of Russia and Finland on environment. The Russian economic mechanisms for natural resource use regulation were found to be hardly efficient. Mechanisms for stimulating natural protection activities do not work, with institutions of environmental insurance and collateral value being underdeveloped.
Conclusions and Relevance Environmental restrictions enacted with new federal laws can be practically implemented depending on the existing level of activities under environmental and innovative policies of the Russian regions. As indices of environmental and innovative policies are compared with those of environmental pollution, it is possible to state the low extent of economic greening and extreme disparity in the region's innovative development. The Russian regions demonstrate a greater gap in their activities under environmental policies than innovative development.
