Importance International terrorism is of special significance, considering security threats of Russia. Comprehensive measures for countering terrorism necessitate international cooperation of law enforcement agencies. Objectives The research overviews key areas and the mechanism for cooperation among law enforcement agencies in combating the ISIS. Methods The research relies upon a criminological and legislative analysis of specifics and potential threats of the Islamic State. Results Law enforcement agencies were proved to have a set of organizational, legislative, information, communication, expert and criminological tools, which are an effective premise for coordinating efforts with foreign partners to combat joint anti-terrorist activities. Conclusions and Relevance We conclude that the mechanism for international cooperation of law enforcement agencies, if implemented, will increase efficiency of combating cross-border security threats, including those expressed by the ISIS.
