Importance Considering economic sanctions against Russia, it is necessary to revise the existing programs for S&T development of certain regions and industries, develop new ones and focus them on domestic manufacturers and resources. However, it is practicable to draw upon developed economies' experience in the development and implementation of such programs.
Objectives The research identifies promising models for articulating S&T programs, which were successfully probated abroad, and opportunities for using their mechanisms to efficiently implement identical programs in the country.
Methods Russia applied methods of strategic planning and project financing as the methodological basis for scientific and technological programs. The EU countries, on the contrary, initially determine priority areas for scientific researches, with researches being conducted on a competitive basis. Framework and special programs play a leading role in the development of innovative researches. They employ the model for the single European research space and actively involve private businesses, contemporary financial mechanisms and information technologies.
Results We found new models and mechanisms to run scientific and technological programs and presented them in the article.
Conclusions and Relevance New approaches and methods the EU uses to form and implement contemporary S&T programs are practicable and advisable for Russia. In this respect, they should be adapted to the Russian economy, with pointing out the most promising ones for future S&T programs.
