Prospects of adapting the institution of European technological platforms in Russia: Evidence from NBIC-convergence technologies

Importance The article analyzes the institution of European technological platforms in terms of its adaptability to the Russian economy, and an organizational model for implementing the platform-based approach into the system of the innovative development system.
Objectives The article pursues two goals, i.e. to systematize the EU experience in setting technological platforms and analyzing the first attempts to adapt the institution in the Russian regions; to substantiate the functional and structural model of regional platforms of innovative and communication technologies as a meso-institution for the Russian economic modernization.
Methods The research relies upon the methodology for institutional and evolutionary analysis, methods of comparative, functional and structural analysis.
Results The new technological mode draws upon NBIC-convergence, which is historically unparalleled, melting together nano-, bio-, information and combined technologies. As for Russia, the institutions of European technological platforms seem to be the best option for institutional modernization of innovative subsystems of the Russian economy, considering practices of its use in the European Union.
Conclusions and Relevance It is reasonable to create regional platforms of innovative and communication technologies in the Russian regions. The platform-based approach to formulating and implementing innovative policies of the region relies upon informal institutions of cooperation, social responsibility and equal partnership of NBIC-convergence stakeholders, thus interactively running strategic and innovative development during global technological changes.
