Importance The research focuses on financial relationships of using budgetary funds to implement municipal special-purpose programs. Objectives The research evaluates the productivity of special-purpose programs in Novosibirsk. Methods The research involves descriptive, analytical, economic and statistical methods. The information framework comprises federal laws, resolutions, regulations, materials of national and foreign literature on the subject, and data on websites. Results The research analyzes municipal special-purpose programs of Novosibirsk for the 2009–2013 period, identifies challenges and weaknesses in the implementation of municipal special-purpose programs, and outlines proposals to increase the productivity of those programs. Conclusions and Relevance Considering key areas for improving the efficiency of municipal programs implementation, the main priorities are chosen to reform the existing system for developing special-purpose programs. It is necessary to determine what changes prevent arbitrary preparation of special-purpose programs, exclude their incorrect implementation, violate the implementation process and do harm for the city. Considering certain conditions for the program development process, there were doubts whether it was reasonable and effective to use the conditions, thus it was decided to eliminate or replace those conditions. If program development and implementation requirements are strictly observed, it will enhance the efficiency of budgetary spending and prevent unreasonable use of funds by providing funds in line with estimates for the special-purpose program.
