Importance The article analyzes the existing financial strategies, which residents of the Russian cities adhere to. The material is based on the results of the sociological research into the Taganrog Project.
Objectives The research systematizes approaches to implementing the most important types of financial strategies, i.e. saving, lending and investment ones, which draw upon standards of living of households in the city of Taganrog.
Methods The research employs methods of analysis and synthesis, and modeling.
Results Financial behavior implies active strategies of various groups in relation to consumption, savings, lending, investment, insurance and tax payments. When each aspect is considered in particular, there are behavioral scenarios for various social layers. Every person chooses a financial behavior model in line with a combination of factors, which mainly include demographics, income class, and the place of residence. Financial behavior depends on individual and psychological specifics, rather than external conditions. Institutional changes closely relate to psychological attitudes of people and households and influence their saving, lending and investment strategies.
Conclusions and Relevance City dwellers in Russia are more inclined to conservative strategies, rather than risky or high-risk ones.

Keywords: financial strategy, public savings policies, lending, investment, small business, Taganrog project
