Importance The article investigates the issues of implementing the green economy principles in the Russian regions, with innovative factors being a focal point. Objectives The research determines conditions and factors, which influence the implementation of environmental innovation in economy as the basis for green economy. Methods We analyzed the structure of goods and services in terms of the industry market share, evaluate the environmental security of Eastern regions, innovative security of the Russian regions. We used comparative, economic, statistical methods of analysis. Results We subsequently identified the regions with low innovative security and assessed the share of entities running environmental innovation. The article describes the structure of environmental innovation, main changes in the legislative framework in natural resources management so to promote the green technologies in Russia. Conclusions and Relevance As seen from the environmental innovation implemented, innovation-driven entities have very low specific weight in Russia. Green economy and its implementation may presumably entail amendments to legislative regulations for setting up technical guidelines, and cultivate new priorities of production and consumer waste treatment. It will make law makers adhere to the international standards in the use and implementation of renewable energy sources. The findings may be used to formulate the regional innovation policy, regulatory and legislative framework for green technologies and their promotion for economic purposes.
